President and CEO of a premium travel and event management company that specializes in domestic and international meetings, conferences, event planning and management and dynamic incentive travel programs for businesses and associations.

    Hosted two live afternoon drive-time radio talk shows entitled "The World Voyager Vacation Hour" for three years which focused on destinations and service providers to create interesting and exciting trips for listeners in the Seattle metro area and it was streamed live on the internet worldwide. Also did a weekly travel column in the local newspaper.

    Jerald R. Vaughn & Associates Law Enforcement Consulting (10 years)
    Provided high level law enforcement management and training consulting services to a variety of public and private organizations. I also provided these services between leaving the International Association of Chiefs of Police in 1989 and before taking the position with PSE in 1991.

    Among the organizations I worked with were:


    ICITAP - US Department of Justice
    United States Department of Justice, Criminal Division, ICITAP Project. Under contract, provided technical assistance and training in areas of drug related corruption suppression, management of the criminal investigations function, police discipline and operations and human rights violations in Latin America and the Caribbean Basin. During Operation Uphold Democracy, was sent to Haiti in 1995 for six months as part of a twelve member multinational team to develop and implement a civilian police organization to replace the FAHD. During Operation Just Cause in 1989, was sent to Panama for five months in a similar role to create a civilian police organization to replace the Panama Defense Forces.


    Ergo Metrics
    Ergometrics – Mukilteo Washington. Part of a team that developed and marketed interactive video job simulation testing to local and state governments focusing on public safety personnel including entry level police officers with the FRONTLINE police officer selection test, entry level corrections officers with COVT and entry level emergency communications personnel with ECOMM. These were state-of-the-art, validated tests that incorporated the benefits of assesment center testing with technology to make it practical and affordable for widespread usage by governmental entities.


    Kansas Law Enforcement Training Center
    University of Kansas, Kansas Law Enforcement Training Center, Hutchinson Kansas. As an adjunct faculty member, developed and presented a variety of leadership, ethics, general police management and supervisory programs as part of their Advanced Management Institute for Law Enforcement Managers and Supervisors from Police, Sheriff’s and state agencies throughout the state of Kansas. Also provided tailored programs to specific agencies on a contract basis.





  • Executive Director - Public School Employees of Washington
     
    Public School Employees of Washington

    After being recruited nationally by an executive placement firm, I was brought into PSE by a reform minded Board of Directors and Executive Committee as the Executive Director under a management contract to turn around a deeply troubled organization that was perceived as non responsive and out of touch with member needs and concerns. PSE represented over 18,000 classified employees (non teaching staff) in school districts throughout the state. Conducted an annual conference with over 1,000 attendees and several regional meetings annually. This was one of the most challenging assignments I had. Resentment by many staff toward bringing an outsider into a fully unionized organization manifested itself in a number of very negative ways, including criminal conduct targeting my family. Strife within the Board of Directors resulted in my leaving and the courts assessed triple damages and costs against PSE for deliberately violating the terms and conditions of the employment contract which had been signed by 21 members of the Board. Afterward, with significant internal turmoil, the organization was absorbed by SEIU, a national union and no longer exist as an independent, unaffiliated organization.
  • International Association of Chiefs of Police

    Served as the Chief Executive and Operating Officer of the 22,300 member IACP. IACP is the oldest and largest organization of police executives with members in over 100 nations around the world. Responsible for day to day operations of the organization overseeing a staff of 85 full time employees and over 300 part time contract consultants providing a wide range of technical assistance, research, publications, training and conference functions. Served as editor-in-chief of Police Chief Magazine. Appointed to numerous national advisory boards and committees including IACP’s NGO representative to the United Nations Crime Prevention Committee and Committee on Narcotics and Dangerous Drugs in Vienna Austria. Extensive work on federal legislative issues including testifying before Congress to advance association positions and working with appropriate administration officials. Overall responsibility for planning an executing an annual conference and trade show that brought over 10,000 police executives from throughout the world together for a five day event and also included the largest law enforcement equipment and technology trade show offered. Appointed by and served at the pleasure of a 52 member Executive Committee and a 12 member Board of Directors. Reported directly to an elected President of the Association that rotated each year.
  • Chief of Police - City of Largo Florida 
    Largo Florida Police Department - Chief of Police

    Served as the Police Chief or the 197 member nationally accredited Largo Florida Police Department. Largo is a city of over 90,000 residents and is located in the Tampa/St Petersburg metropolitan area. The city operates under a council- manager form of government and I reported directly to the city manager. The department consisted of 175 sworn officers and 22 civilian employees providing a full range of municipal law enforcement services. Additionally, we housed and managed 34 additional personnel in a multi-jurisdictional emergency operations center serving 17 agencies for Police, Fire and EMS Services to a population of over 1 million countywide residents. Achieved national recognition through the FBI Law Enforcement Bulletin and taught at the Law Enforcement Executive Development Program at the FBI Academy for innovative design and implementation of performance based labor relations contract with a county wide PBA that incorporated a solid relationship between crime anaysis and field activities.

  • Chief of Police  City of Garden City Kansas

    Garden City Kansas Police Department Chief of Police
    August 1980 – (3 years 1 month)
    Served as the Chief of Police of the 88 member Garden City, Kansas Police Department overseeing 66 sworn officers and 22 civilian employees. Garden City is a rural community of 31,000 residents in western Kansas and was the fastest growing city in the state at that time with the construction of the largest beef processing facility in the US by IBP along with a pork plant and a major power station construction project. I was hired after the former chief was fired as a result of intense conflict with the Hispanic community and widespread allegations of police brutality. The city experienced significant issues related to the assimilation of a large influx of southeast Asians who came to work in the processing facilities and interracial strife and tensions were very high.

    I was recognized nationally by the National Institute of Justice, Community Relations Service for a demonstration project wherein I created Police/Citizen Interaction Teams to foster a positive and productive working relationship between the police and community with emphasis on minority relations and improving historic conflicts within the Hispanic and Southeast Asian communities. I also received recognition from National Institute of Justice for cutting edge strategies to deal with police conduct and standards by creating a Professional Standards Program that combined the preventative, positive and corrective aspects of discipline as a more comprehensive approach to correcting problems and reward good performance.

    Completed and moved into a joint Law Enforcement Center combining City Police, County Sheriff, Jail and joint Communications into one state-of-the-art facility.
  • Police Officer, Investigator, Sergeant, Lieutenant, Division Commander - Englewood,  Colorado Police Department
    Englewood Colorado Police Department
    (12 years)
    Served in progressively responsible operational, supervisory and leadership positions in all divisions and functions of municipal police service.

    I began my police career in Englewood, which is a south suburb in the Denver metropolitan area leaving there as a Division Commander after serving in Patrol, Traffic, Special Investigations, Professional Standards and Internal Affairs, Emergency Communications and Administration Division assignments.

    Metropolitan Drug and Narcotics Enforcement Group - Colorado
    Was assigned as an undercover narcotics and dangerous drugs investigator to a federally funded multi-jurisdictional federal, state and local Narcotics task force (MEG) with statewide authority where I received an award from the Governor of the state of Colorado for service above and beyond the call of duty.

    Served as the Executive Officer to the Police Chief and on a number of regional committees and task force projects. As part of that assignment chaired a task force that developed and implemented a regional recruitment and selection program for 27 police agencies in the Denver metropolitan area called COPS (Central Organization for Police Selection.) Also involved in the design and development of an innovative Police Performance Enhancement Program (PEP) which was featured in the FBI Law Enforcement Bulletin.
